A BILL to amend chapter five-b of the code of West Virginia, one
thousand nine hundred thirty-one, as amended, by adding
thereto a new article, designated article two-e, relating to
implementing a transportation and economic development
information system; locating the system in the Nick J. Rahall,
II, Appalachian Transportation Institute; and setting forth a
work plan.
Be it enacted by the Legislature of West Virginia:

That chapter five-b of the code of West Virginia, one thousand
nine hundred thirty-one, as amended, be amended by adding thereto
a new article, designated article two-e, to read as follows:
ARTICLE 2E. TRANSPORTATION AND ECONOMIC DEVELOPMENT INFORMATION
SYSTEM.
§5B-2E-1. Short title.
This article shall be known and may be cited as the "West Virginia Transportation and Economic Development Information System
(TEDIS)".
§5B-2E-2. Transportation and economic development information
system established.
There is hereby established a transportation and economic
development information system (TEDIS)to be housed, operated and
maintained at the Nick J. Rahall, II, Appalachian Transportation
Institute in Huntington.
§5B-2E-3. Purpose.
It is the intent of this article to develop a partnership
among and between the department of highways, the development
office, and the Nick J. Rahall, II, Appalachian Transportation
Institute to take advantage of cost savings through a combination
the department of transportation and the development office
geographical information system needs in a centralized data
warehouse and dissemination system to meet the current and future
needs of the department of transportation and the development
office using web infrastructure investments made previously in the
higher education system. In addition, it is intended that the
development of TEDIS will maximize the leverage potential of
federal moneys available through the Nick J. Rahall, II,
Appalachian Transportation Institute. To these ends, the Nick J.
Rahall, II, Appalachian Transportation Institute is hereby
designated the host for the West Virginia TEDIS.
§5B-2E-4. Funds.
The funds made available for TEDIS shall supplement but not
displace funds available through existing programs.
§5B-2E-5. Work plan.
The work plan for TEDIS activities may include, but not be
limited to, the following:
(a) Assessment of current systems, and providing a summary of
their capabilities, advantages and disadvantages of each system;
(b) Designing, acquiring and integrating the information
technology hardware and software to offer a reliable web delivered
GIS based system into the current information technology
infrastructure existing at Marshall University;
(c) Establish formal partnerships with the department of
transportation and the development office for GIS system and
content design with emphasis on end user current and future needs
and to facilitate a continuing advisory program for system
development and operational issues;
(d) Ensuring that efforts and the resultant system are
nonduplicating of other state agencies or entities with emphasis on
"value added" endeavors and procedures to existing state GIS
resources focused on the specific needs of the department of
transportation and the development office including the possibility
of "exclusive agency needs for sensitive data as needed";
(e) Ensure that TEDIS will have the appropriate foundation for integrating Intelligent Transportation System (ITS) technologies
for both governmental and public utilization.
(f) Identify other activities or opportunities with the
current
Nick J. Rahall, II, Appalachian Transportation Institute
program such as future site specific data collection and/or data
analysis projects that could be pursued to achieve the most cost
effectiveness and efficiency potential for the department of
transportation and the development office in as short amount of
time as possible; and
(g) Establish a mechanism to monitor the effectiveness of the
system through an appropriate baseline comparative methodology and
provide a report to the Legislature on the performance
characteristics and future operation needs of the TEDIS on an
annual basis.
NOTE: The purpose of this bill is to
implement a
transportation and economic development information system. Under
the bill, the system is located in the Nick J. Rahall, II,
Appalachian Transportation Institute and a work plan is also
provided.
